Make a difference

The Application Architect is responsible for guiding a team of permanent, temporary, contract, and vendor resources, including Senior systems and business analysts, database administrators, network administrators, procurement personnel, vendors, and security analysts, who report functionally to the Architect in project and consultation assignment. This role involves providing team guidance, architecture consulting and delivery, strategy, and business engagement. The roles indicated above with whom the Architect collaborates must also accept direction from the Architect for design decisions in the project. This requires not only role authority but more importantly persuasion based upon communication of demonstrated technical and business skills, often in an environment of ambiguity and multiple competing priorities. The Application Architect will establish standards and technologies for digital solutions, translate client requirements into valuable solutions, and support the Enterprise Architecture Review Board governance process.
The position has a high degree of independent accountability, where the impact of design errors could pose serious risks to TCH tenant safety and organizational reputation and finances.

What you'll do

People Engagement:

  • Engage and lead collaboration with architecture domain peers, internal TCH functional reports such as business and systems analysts, stakeholders, security, privacy, procurement and compliance teams to develop relationships, understand application business requirements, discover and document current states, and develop options and application architecture designs. The role is also expected to exhibit leadership skill, direct and support project resources, and develop relationships with multiple stakeholders including vendors, understand and reference application architecture models and industry standards.
  • Design documents include assessments, options analysis, and fulsome architecture blueprints. Design documents and artefacts reflect deep analytical skills, logical options and risk analysis, and strong technical design skills.
  • Deal with ambiguity as it relates to incomplete requirements or current state baselines and competing stakeholder approaches. Must develop and utilize judgement and acumen as to when to make decisions independently and when to escalate.
  • Manage multiple priorities evolving different work streams in phases, recognizing urgency, negotiating with sponsors, and escalating constructively where necessary.

Architecture Delivery:

  • Providing comprehensive application architecture consulting and delivery services to clients including requirements analysis, architectural options, costing analysis
    Provide application architecture and solution leadership to the team, projects, and the business and IT organization.
  • Developing and recommending innovative and creative approaches, opportunities and architecture solutions for the delivery of high quality, value added and efficient services and products which address TCH clients’ business needs and expectations and meet organizational and industry standards, identify and mitigate risk, and provide cost efficiencies.
  • Investigating various technology applications options and scenarios, coordinating and conducting feasibility assessments, financial analysis and cost benefit studies; identifying risks associated with proposed technology solutions; assisting in determining impact on TCH technology standards.
  • Advising Senior Management and clients regarding technology-related opportunities and associated costs and providing business case development support to clients; advising clients’ short and long-term IT plans and budgets; providing information to manager and technology planning & support; representing clients’ needs and interests in IT planning forums.
  • Facilitating clear communication between the client areas, various stakeholders, and the IT function.
  • Researching and identifying best technology suppliers and sources of development /implementation expertise for application architecture; making recommendations to client areas and Senior Management.
  • Assisting clients to maintain a secure and stable applications environment; Participating in the development of technical, performance and operational standards, policies and procedures for applications.
  • Working closely with clients, Information Security, and technology planning & support staff to prepare effective contingency Business Continuity and Disaster Recovery plans.
  • Providing a technical interface to vendors of TCH business applications to resolve problems or obtain information on operations, potential modifications and enhancements.
  • Providing input and support for the development, promotion, implementation and integration of TCHs strategic information technology plans, objectives, policies and standards.
  • Prime responsibility for Enterprise Application technology roadmap.
  • Provides project management for Application Architecture development and implementation initiatives by:
  • Planning and managing multiple, advanced complex systems development, enhancement, implementation and maintenance projects encompassing corporate and client-specific systems initiatives.
  • Managing or supporting assigned PM in the management of all project stages including developing terms of reference, identifying resources i.e. in-house and external consultants, financial resources, developing project plans and schedules and defining project deliverables; coordinating and directing the work of the project teams, ensuring work meets standards; managing project budget and consultants’ contracts; recommending payments to consultants; producing the application architecture artefacts.
  • Carrying out /overseeing complex systems analysis and design; providing direction to business and systems analysts, DBAs, and external consultants.
    Delivering approved project architecture to clients; ensuring that all acquired and developed technologies and applications meet clients’ needs and are implemented in accordance with specifications and agreements, e.g. within prescribed time frames, supporting appropriate testing.
  • Providing regular briefings to manager regarding the status of projects, artefacts, and any significant issue.
  • Participating in the preparation of requests for proposals, in vendor evaluation, selection and negation as appropriate.
  • Advising in the preparation of testing, acceptance and implementation plans.
  • Providing technical assistance in testing and implementation of technologies /applications.
  • Ensuring security requirements meets the needs of the client /organization as per architecture and industry standards.
  • Supporting systems analysts in the provision of appropriate operational documentation and training manuals for all technologies and business applications.
  • Participating in -implementation reviews and resolution of problems.
  • Perform duties such as:
  • Maintaining up to date knowledge of information technology products and methodologies as well as government and MTHC policies and standards.
  • Understand existing IT and industry standards and processes and contribute to development of new standards and policies.
  • Ensure application architecture designs comply with TCHC standards policies, and guidelines.
  • Problem solves business requirements via extensive research towards documented solution artefacts.
  • Collaborate extensively with business, data and infrastructure architects, IT security and risk teams, operations teams, developers, business unit and vendor partners to align application architecture with business needs and strategy.
  • Design and deliver application architecture assessments, and fulsome conceptual, logical, and physical application artefacts and blueprints.
  • Participate in, defend, and revise artefact deliverables as per stakeholders, the Manager and Director of Enterprise Architecture, and the Architecture Review Board.
  • Demonstrate effective communication skills in listening to gather requirements, collaborate with others, persuade stakeholders and in written documentation deliverables.
  • Contribute to project gating, RFP, TRA, and other activities pertinent to application architecture inputs and outputs.
  • Impact of design errors could be significant to TCH business function and client community.
  • Accept and demonstrate accountability for application architecture designs and rectify any oversights or errors.

Strategy & Innovation:

  • Provide thought leadership on the development of Application architecture components for Enterprise roadmaps for specific business capabilities.
  • With considerable autonomy under the guidance of the Manager and Director of Enterprise Architecture, develop the vision for a target state Application architecture.
  • Propose and implement industry best practices, innovation, and continuous improvement.
  • Research and recommend new application solutions best suited to support the business and documented TCHC strategy.
  • Participate in RFI and RFP development from an application architecture perspective. Support procurement teams in defining application specifications for tender.

Services Enablement:

  • Understand key client needs and provide application solutions with compelling value propositions that align with the organization's capabilities and constraints.

Project Management:

  • Support IT Project and Collect information, evaluate client requirements, develop budgets and implementation plans, and optimize SLAs and costs.
  • Position provides senior level expertise and functional leadership through the project management and team leadership of business analysts, systems analysts, DBAs, procurement personnel, security and privacy teams, and vendors towards the identification of IT solutions, the design, development, and implementation of corporate and client-specific systems.

What you'll need

  • University degree in computer science, engineering, or a relevant technical discipline.
  • Minimum of 8 years of broad and deep application architecture experience preferably in a public sector organization.
  • Preferred technical or professional qualifications or certifications/designations: Microsoft Certified: Azure Solutions Architect Expert (Exam AZ-305), Zachman, TOGAF, ArchiMate, ITIL Foundation
  • Functional Team Leadership experience in the development and implementation of application architecture, integration, application security-by-design, implementation support and application migration, particularly from on-premises to Cloud.
  • Knowledge of current Architecture, business, and systems analysis and reengineering principles, practices and techniques to identify client’s business requirements and develop Architectural solutions within Enterprise framework and standards.
  • Knowledge of TCH and industry IT standards and procedures to ensure consistency in the planning, development and implementation of business application architectures and technologies.
  • Knowledge of project management methodologies and team leadership skills to plan and manage large, complex architectures, enhancement, implementation and maintenance projects, coordinate work of in-house staff and external consultants and manage project budgets.
  • Knowledge of cost-benefit analysis and feasibility methodologies to coordinate /conduct related analyses and prepare reports.
  • Knowledge of existing and creation of new TCH strategic directions, to analyze business needs and priorities and advise on short- long-term application technology initiatives that align and integrate with the Enterprise strategy.
  • Analytical, problem solving and conceptual skills to carry out complex analyses and projections of client’s business requirements and develop architectural options and artefacts.
  • Consultation and advisory skills to consult with clients and diverse interested parties regarding business and technology needs and progress of projects.
  • Communication skills to consult with clients and stakeholders regarding business and systems applications needs, provide guidance to project teams and gain client and management acceptance of proposed application architecture initiatives and artefacts.
  • Written communication skills to prepare comprehensive proposals, reports, and application architecture artefacts
  • Knowledge of SDLC and Agile techniques.
  • Superior Technical and Analytical skills including but not limited to:
    • n-tiered application architecture, SOA, Event-Driven models,
    • On-premises application migrations to Cloud (Preferably Azure)
    • Strong Visio and Blueprint documentation skills inclusive of standard application models such as use case, functional, traceability, component view, sequence, integration views at conceptual, logical, and physical levels.
  • Experience with Yardi, Dayforce, ServiceNow, M365 application development and customization and MangoApps.
  • Demonstrated architectural competency with standard application components such as:
    • XML constructs and schemas.
    • Frontend web development languages like JavaScript, HTML and CSS
    • API protocols and schemas such as SOAP and REST, SAML, OIDC,
    • Architectural knowledge of development languages such as Java, .NET, Python, PowerShell.
    • ERP application logical architecture
    • CRM application logical architecture
    • Artificial intelligence/machine learning frameworks, generative and agentic AI particularly CoPilot
    • Application and data compliance policies and standards, and support tools, such as Microsoft Purview.
    • Dev/Ops support, Microservices, Docker, Kubernetes, containerization, segmentation, OpenShift, Fullstack
  • Excellent problem-solving, and decision-making skills to guide functional reports such as business and systems analysts.
  • Strong verbal and written communication skills. Ability to communicate and persuade different audiences in the organization, from technical SMEs to business personnel, financial oversight, security and change management.
  • Interpersonal, consensus-building, and negotiation skills.
  • Experience in developing application architecture deliverables and specifications for RFPs.
  • Awareness of emerging IT Standards, trends and directions, particularly NIST and CIS.
  • Ability to lead and motivate cross-functional, interdisciplinary teams to achieve tactical and strategic goals and accept responsibility for architectural implementation and the impact of errors.
