POSITION TITLE: Economic Partnership Specialist, NR III

DEPARTMENT: Northern Region III (NR3)

CLASSIFICATION: MGEX-01

SALARY RANGE: Starting at $108,562.00

POSITION TYPE: Full-Time

LOCATION: Saskatoon or Northern Communities, Saskatchewan

ACCOUNTABLE TO: Regional Director, Northern Region III

Brief Overview:

The Economic Partnership Specialist, NRIII is responsible for identifying, developing, and advancing economic development opportunities that support the long-term economic prosperity of Northern Region III (NR3). The position works collaboratively with Treaty First Nations, industry partners, Indigenous organizations, government agencies, and MN–S leadership to establish distinctions-based partnerships, negotiate opportunities, support workforce development initiatives, and oversee community-focused economic projects.


The role provides leadership in advancing regional economic growth through project development, impact benefit agreements, workforce initiatives, business partnerships, and distinctions-based investment opportunities that create sustainable benefits for NR3 citizens and communities.


Key Responsibilities


Economic Opportunity Development

  • Identify, assess, and advance economic development opportunities that align with NR3 priorities.
  • Develop business cases, feasibility assessments, and distinctions-based recommendations to support regional growth.
  • Advance partnerships with Indigenous governments, industry, and public-sector organizations.


Strategic Projects & Partnerships

  • Lead and support priority initiatives, including the Fuel Farm Project and other economic development ventures.
  • Advance strategic partnerships, including the Norguard–Sakitawak initiative and other regional opportunities.
  • Coordinate stakeholder engagement, implementation activities, and project reporting.
  • All other projects as required under Northern Region III.

Agreements & Community Benefits

  • Support the negotiation and implementation of Impact Benefit Agreements (IBAs) and related partnership agreements.
  • Identify opportunities that increase employment, procurement, training, and economic benefits for Métis citizens.
  • Ensure initiatives align with NR3 priorities and long-term economic objectives.

Workforce & Stakeholder Engagement

  • Lead the development and maintenance of a regional workforce database to support labour force planning.
  • Represent NR3 in engagements with Métis communities, Treaty First Nations, governments, industry partners, and other stakeholders.
  • Prepare reports, proposals, presentations, and briefing materials to support decision-making and partnership development.

Knowledge and Skills

  • Knowledge of Indigenous economic development, Indigenous governance, and partnership development.
  • Experience supporting strategic partnerships, negotiations, and stakeholder engagement initiatives.
  • Strong communication, relationship-building, and presentation skills.
  • Strong project management, organizational, and strategic thinking skills, with essential experience in project management and practical knowledge of industrial field work and industry operations.
  • Ability to manage multiple priorities and deliver results in a fast-paced environment.
  • Proficiency with Microsoft Office and data management tools.


Qualifications

  • Degree, diploma, or equivalent combination of education and experience in Economic Development, Business Administration, Indigenous Governance, Public Administration, Commerce, Planning, or a related field.
  • Minimum five (5) years of progressively responsible experience in economic development, business development, project management, Indigenous relations, or partnership development.
  • Experience working with Indigenous governments, organizations, or communities is considered a significant asset.
  • Knowledge of Treaty relationships and Indigenous economic development initiatives is preferred.
  • Experience negotiating partnerships, agreements, or business arrangements is an asset.


Additional Requirements

  • Valid Saskatchewan Driver's License and access to reliable transportation.
  • Ability to travel throughout Saskatchewan as required.
  • Receipt of an acceptable Criminal Record Check prior to commencing employment is required.
