This job offers the opportunity to work from home as part of a hybrid work arrangement. This arrangement will allow you to work some days at a TCHC work location and the rest of the time from home. The amount of time required to work at a TCHC work location is flexible, while considering operational and service delivery requirements.

We are searching for a collaborative and strategic Project Manager who enjoys working in a dynamic and energetic environment.
In this role, you will be accountable for ensuring the business needs and outcomes for project delivery are achieved as per the business case and following PMO methodologies. You will manage and lead business technology change projects as assigned, performing project management and senior business analysis functions as required to ensure timely, on-budget and effective selection, acquisition, and implementation of new or revised business systems and processes for Toronto Community Housing (TCHC) in partnership with our vendors and our clients which include managers and staff.

The Project Manager will engage broadly with Information Security, ITS, PMO, Architecture, Infrastructure, Service Desk, business stakeholders, vendors, and senior leaders across TCHC. This role will support the delivery of cybersecurity roadmap initiatives that strengthen TCHC’s security posture, reduce enterprise risk, improve operational resilience, and address audit, regulatory, and Toronto Cyber Security confirmation program commitments. Key project examples may include network access control, SIEM/SOC modernization, vulnerability management and remediation tracking, penetration testing remediation, Microsoft Purview data loss prevention, Microsoft security and compliance capabilities, NIST/CISA Zero Trust maturity assessments, incident response tabletop exercises, phishing and cyber awareness improvements, security policy and standard updates, and cyber risk workstreams supporting enterprise systems, SaaS platforms, operational technology, and other critical business services.

What you’ll do

  • Manage assigned project and operational staff tasks, including allocation of approved staff resources, delegating, scheduling and prioritizing of staff workloads and developing, mentoring and coaching others
  • Research, analyze and assess potential projects as assigned, working with stakeholders and appropriate TCHC staff to produce business cases and project scope documents
  • Manage project partnerships with external vendors, contractors, service providers, Senior Management teams, TCH and other internal and external stakeholders.
  • Prepare project plans by producing project work breakdown structures, project charter & schedules and by ensuring implementation, contingency, risk management, communications, quality assurance & staffing plans are completed.
  • Ensure stakeholder signoff / approval is obtained at each step of Project Management Life cycle including Software Development Life Cycle.
  • Develop project success measures, reporting dashboards, and outcome-based metrics to assess delivery progress, risk reduction, control effectiveness, stakeholder readiness, and operational adoption for cybersecurity initiatives such as network access control, SIEM/SOC modernization, vulnerability management, Microsoft Purview DLP, Microsoft security and compliance capabilities, penetration testing remediation, phishing and awareness improvements, and incident response tabletop exercises.
  • Support business cases, funding requests, procurement packages, vendor onboarding, statements of work, and project documentation required to deliver cybersecurity roadmap initiatives and sustain critical security services, including work with managed security service providers, security platform vendors, Toronto Cyber Security, City of Toronto partners, and internal ITS teams.
  • Ensure project goals are met in key areas including cyber risk reduction, control maturity, operational resilience, stakeholder adoption, vendor performance, budget management, audit readiness, and alignment with TCHC’s cybersecurity roadmap, including initiatives expected to continue into 2027.
  • Effectively manage the allocation of project funds dedicated to the delivery of assigned projects and ensuring that cost criteria are met.
  • Perform project control / tracking / reporting by ensuring that day-to-day management of project working groups, including assigned staff is conducted
  • Schedule and conduct project meetings including technical team, working groups, steering committee.
  • Ensure appropriate project governance is in place
  • Engage in quality assurance reviews of project
  • Plan and manage multiple projects on-time and on-budget
  • Research, review and prepare advice and reports on project management trends and issues
  • Assist TCHC PMO Manager with the management of inflight projects and ensure compliance to PMO methodologies
  • Other responsibilities as assigned

What you’ll need

  • University degree in Business Administration, Engineering, or Computer Science, with an emphasis on program and project management, or an equivalent combination of education, training, and experience.
  • Project Management Professional (PMP) designation is considered an asset
  • ITIL certification is an asset
  • Minimum 5+ years related work experience managing IT projects
  • IT Security, Data, and/or SaaS solutions projects experience is a great asset
  • Previous project management experience in network and infrastructure projects is considered an asset
  • Knowledge about Azure Active Directory, O365, Backup and Recovery, Network and Infrastructure is considered an asset
  • Experience with Software Development Life Cycle methodologies
  • Must have excellent knowledge of the principles and practices of project management and demonstrated ability in monitoring, reviewing and reporting on major projects.
  • Demonstrated proficiency in Microsoft software (Visio, PowerPoint, MS Project, Word, Excel, etc.) and Project Management tools and processes
  • Experience leading system integration projects
  • Excellent interpersonal and oral / written communication skills and client relationship skills
  • Excellent team building skills, listening, coaching, group facilitation and conflict resolution skills
  • Extensive knowledge in business systems development and requirement analysis
  • Strong presentation, writing, and/or training skills
  • Knowledge of Municipal Freedom of Information and Protection of Privacy Act an asset
  • Knowledge of Accessibility for Ontarians with Disabilities Act an asset

Key Competencies:

  • Strong communication and writing skills, with the ability to produce clear project charters, briefing notes, roadmaps, dashboards, steering committee updates, executive summaries, risk logs, decision records, procurement documentation, and vendor/status reporting for cybersecurity initiatives.
  • Ability to drive positive changes through effective working relationships with Information Security, ITS, PMO, Architecture, Infrastructure, Service Desk, business stakeholders, vendors, Toronto Cyber Security, City of Toronto partners, managed security service providers, and other external partners.
  • Strong analytical, structured, and methodical approach, with the ability to translate cybersecurity objectives, audit findings, control gaps, operational risks, technical dependencies, and vendor deliverables into practical project plans, milestones, risks, decisions, and execution roadmaps.
  • Demonstrated ability to manage complex, cross-functional cybersecurity initiatives such as network access control, SIEM/SOC modernization, vulnerability management and remediation tracking, penetration testing remediation, Microsoft Purview data loss prevention, Microsoft security and compliance capabilities, NIST/CISA Zero Trust maturity assessments, incident response tabletop exercises, cyber awareness and phishing programs, security policy and standard updates, and cyber risk workstreams supporting enterprise systems, SaaS platforms, operational technology, and other critical business services.
