Our Chalk River location is looking for a Manager, Personnel Security, Intelligence & Investigations to provide strategic leadership in one of the most critical security functions within our organization. What will you be doing!

  • Providing leadership and oversight to a team of 20 employees, including setting objectives, assigning work, and monitoring performance to ensure operational effectiveness.
  • Ensuring personnel security screening activities are conducted in compliance with Treasury Board policies, CNSC (Canadian Nuclear Safety Commission) regulations, and CNL (Canadian Nuclear Laboratories) requirements, and that all personnel obtain appropriate clearance prior to access.
  • Developing and delivering formal threat risk assessments and briefings to senior leadership to inform decision-making and organizational readiness.
  • Monitoring government alerts and intelligence reports to assess potential impacts on CNL operations and recommend mitigation strategies.
  • Ensuring the integrity and functionality of security systems that support personnel screening and investigations.
  • Leading the development, implementation, and continuous improvement of personnel security policies, programs, and procedures.
  • Other duties as assigned by your manager.

What we are looking for:

  • Education
    • Post Secondary Diploma concentrated study in Law & Security Administration, or a Police Foundations Program, or related discipline, or equivalent knowledge and experience, with a minimum of five to seven years of relevant experience.
  • Experience
    • Minimum 10 years of progressively responsible experience in security, intelligence, investigations, or a related environment, including at least 5 years in a leadership or supervisory capacity.
    • Demonstrated experience managing security screening programs, investigations, intelligence analysis, and regulatory compliance.
    • Experience within a regulated or government security environment (eg, nuclear, defence, intelligence, or public sector) is preferred.
  • Knowledge, Skills & Abilities
    • Ability to organize information, assess issues, and act within broad organization objectives, dealing with a variety of diverse technical, complex organizational, and economic challenges.
    • Knowledge of the Treasury Board of Canada Secretariat Policy on Government Security, Directive on Security Screening and applicable policies and guidelines.
    • Working knowledge of Communications Security Establishment Canada (CSEC) secure communication equipment, familiarity with their directives and the ability to maintain Departmental COMSEC Authority (DCA) designation.
    • Ability to identify, analyze, and assess risks, select risk-avoidance options and design and implement cost-effective prevention and control measures.
  • Security Clearance Eligibility Required
    • Level 3 Secret requires a minimum of 10 years of verifiable history in Canada, Australia, New Zealand, the United States, and/or the United Kingdom. Level 3 Secret, also requires Canadian Citizenship. CNL implements security screening in accordance with the Treasury Board of Canada Secretariat's “Standard on Security Screening” and the “Policy on Government Security.”

Working Conditions:

  • Working schedule: Five (5) days per week, seven and a half (7.5) hours per day for a thirty-seven and a half (37.5) hour work week.
  • Visual concentration for reviewing documentation, reports and analyzing information.
