SALARY RANGE: Starting at $79,591.00 Per Annum
POSITION TYPE: Full-time, Permanent

REPORTS TO: Communications Manager
Brief Overview:
Reporting to the Communications Manager, the Communications Officer II provides strategic communications advice and support to assigned portfolios, helping advance MN–S priorities through clear, coordinated, and audience-focused communications. The role leads the planning and delivery of communications strategies, campaigns, materials, and engagement activities that strengthen awareness, transparency, and connection with MN–S citizens, leadership, partners, and other interest holders.
The position works collaboratively across departments and ministries to assess communications needs, identify risks and opportunities, guide content and strategy, support media and issues management, and evaluate communications effectiveness. The Communications Officer II understands communications best practices and provides guidance to colleagues and team members.
Key Responsibilities:
Portfolio Communications Advisory
- Serve as the primary communications contact for assigned portfolios, providing strategic advice and guidance to internal interest holders.
- Assess communications needs and recommend approaches that align with MN–S priorities and audience requirements.
- Anticipate communications risks and opportunities, providing proactive recommendations and solutions.
- Build and maintain strong working relationships with leadership, partners, and interest holders across the government.
Campaign Planning & Delivery Leadership
- Lead the development and implementation of communications plans and campaigns for assigned programs and services.
- Conduct research, define objectives, key messages, tactics, and timelines to support effective campaign delivery.
- Coordinate cross-functional teams to execute campaigns from planning through implementation.
- Ensure communications initiatives are delivered on time, aligned with strategy, and reflective of MN–S priorities.
Content Strategy, Collateral & Channel Integration
- Oversee the development of communications collateral, ensuring consistency in messaging, voice, and brand application.
- Provide guidance on the selection and use of communication channels (digital, print, media) to reach intended audiences effectively.
- Collaborate with department/ministry teams to develop integrated communications products and campaigns.
- Ensure content is tailored appropriately for diverse audiences and platforms.
Interest Holder Engagement, Media Monitoring & Issues Support
- Coordinate interest holder engagement activities and support relationship management for assigned portfolios.
- Conduct and oversee media monitoring, identifying trends, emerging issues, and opportunities.
- Support media relations activities, including liaising with media and preparing materials as required.
- Contribute to issue identification and support response planning in collaboration with leadership.
Evaluation, Digital Advisory & Peer Guidance
- Measure, analyze and report on communications activities and campaign performance against objectives.
- Provide recommendations to improve communications effectiveness, engagement, and reach.
- Offer guidance and mentorship to team members and peers.
- Contribute to strengthening communications practices, tools, and standards across the team.
- Other duties as assigned.
Qualifications
- A bachelor’s degree in communications, public relations, marketing, journalism or a related field; or an equivalent combination of education and experience.
- Communication Management Professional (CMP) is considered an asset.
- 5+ years of progressively responsible communications experience.
- Demonstrated experience developing and implementing communications strategies and campaigns.
- Experience providing communications advice to leadership or internal clients.
Knowledge and skills:
- Understanding of Métis culture, citizens, and communities, government, and inclusive communication practices.
- Advanced knowledge of communications planning, campaign development, audience analysis, and multi-channel delivery.
- Strong writing and editing skills, with the ability to develop high-quality communications products for diverse audiences.
- Ability to provide strategic communications advice, including assessing needs, identifying risks, and recommending approaches.
- Knowledge of interest holder engagement, media monitoring, and issues management practices.
- Ability to lead communications plans and campaigns through discovery, planning, implementation and evaluation.
- Strong analytical skills, including interpreting data and developing recommendations.
- Ability to coordinate cross-functional work and provide guidance to team members.
- Sound judgement, discretion, and ability to manage sensitive or complex issues.
- Proficiency in Microsoft 365 and communication tools.
Additional requirements:
- Valid Saskatchewan driver’s license and/or access to reliable transportation.
- Work in an office environment with long periods at a desk.
- The Travel requirement for this position is 15% per annum.
- Must provide an acceptable Criminal Record Check prior to commencing employment.
- Must be willing to travel and work outside of normal business hours, as required.
