Position Summary: The LNG - Mining Referrals Officer will support the Yinka Huwunline Department by reviewing and responding to Liquefied Natural Gas (LNG) and mining-related referrals impacting Nak’azdli Whut’en. This role ensures Nak’azdli Whut’en’s stewardship principles, governance, and rights are integrated into decision-making processes. The officer will collaborate with Keyoh holders, leadership, regulatory agencies, and external stakeholders to provide assessments and recommendations on resource development applications.

KEY RESPONSIBLITIES:

Referrals Review and Analysis

  • Review and assess all LNG and mining-related referral notices.
  • Conduct research on the environmental, cultural, and socio-economic impacts of proposed projects.
  • Ensure alignment with Nak’azdli Whut’en’s governance framework, stewardship priorities, and Title & Rights.

Engagement and Consultation

  • Coordinate and engage with Keyoh holders, community members, and leadership to gather input and concerns regarding projects.
  • Liaise with government agencies, industry proponents, and regulatory bodies to represent Nak’azdli interests in land-use decisions.
  • Participate in negotiations, working groups, and regulatory meetings related to LNG and mining.

Strategic Planning and Reporting

  • Develop impact assessments, technical reports, and land use recommendations.
  • Maintain a referrals tracking system and document all research findings using archival and digital methods.
  • Support revenue-sharing discussions, environmental monitoring strategies, and policy development.
  • Prepare briefing notes, presentations, and updates for Chief & Council and other stakeholders.

Capacity Building and Coordination

  • Work with internal teams to enhance stewardship initiatives and integrate advanced tools (GIS, data analysis, etc.).
  • Organize community engagement sessions and provide training to staff and leadership on referrals processes.

QUALIFICATIONS:

Education and Experience

  • Grade 12 diploma required: Post-Secondary Degree in Environmental Studies, Natural Resource Management, Indigenous Governance, or a related field preferred.
  • Minimum 3 years of experience in resource referrals, impact assessments, or Indigenous governance.
  • Knowledge of Nak’azdli Whut’en’s Keyoh system, Title & Rights, and stewardship practices.

SKILLS AND ABILITIES

  • Strong research, analytical, and written communication skills.
  • Ability to synthesize complex environmental and regulatory information.
  • Proficiency in Microsoft Office, GIS mapping tools, and project management software.
  • Ability to work collaboratively and engage diverse stakeholders.
  • Self-motivated, organized, and capable of managing multiple priorities.

OTHER REQUIREMENTS

  • Valid Class 5 BC Driver’s License and willingness to travel.
  • Ability to work flexible hours, including evenings and weekends as needed.
  • Willingness to participate in fieldwork and external meetings.

WORKING CONDITIONS

The LNG - Mining Referrals Officer will primarily work in an office environment in either Prince George or Fort St. James with occasional fieldwork. This role requires balancing multiple projects and deadlines, sometimes under pressure

HOURS OF WORK

Regular hours of work will be from 8:00am - 4:00pm for 7 hours per day from Monday to Friday up to 35 hours per week. It is expected that all work will be completed within your regular working hours, however, you may be required from time to time to work outside your normal hours of work.
